a) The minority status of a government has no impact on the ability of the government to sign treaties. Nor does it have anything to do with parliament. It is the prerogative of the executive.
b) As I just mentioned in your last ask, your source on this does not appear to be reputable.
c) The USA cannot sign “secret treaties” because they have to be ratified by the legislature.
